
One Child Policy is the sonic moniker of Dennis Ruowei Cao / 曹偌伟 , a Los Angeles based music producer, DJ, and software engineer. Cao was raised by two electrical engineers brought up in China; they helped spark his fascination with electronic music at a very early age.
His breakthrough debut, Cultural Transmissions, released in November 2017, delivered a unique take on atmospheric techno, electro, acid and left-field house. It caught the attention of publications such as Resident Advisor, Mixmag and XLR8R. Soon after he released on labels Black Lodge (LA), Guangzhou Underground (Guangzhou, China), and Arca's Mutants Mixtape. He runs an online radio show on Lower Grand Radio (Oakland) and has DJ'd on various radio stations such as Rinse FM, NTS, The Lot Radio, Dublab, Currents.FM and others.
In late 2020, he started an electronic label called Dian Nao (电脑, “electronic brain”) with his latest EP It Mirrored Me (它反映了我), which garnered support on Apple Music editorial and Magnetic Mag. After taking a break from production, Cao's next release came in 2024 on Acid Camp's 10 Year Compilation.
Cao's hybrid DJ sets explore a wide range of moody emotions and introspection through futuristic, psychedelic, hauntingly beautiful and melancholic strains of electronic music.
Outside of his One Child Policy moniker, Cao has run Ableton Live / synthesizers for TR/ST(Robert Alfons), worked on the music/sound design for an animation short Penglai with Chad Cannon.
